Bootle has been Labour since World War II. Joe Benton took hold of the seat in 1990 and has remained MP ever since. His majority was cut somewhat in 2001 and 2005, but still stands at more than 16,000.

The town of Bootle is situated on the mouth of the river Mersey, to the north of the Liverpool city seats.
The constituency has much in common with the neighbouring Liverpool Walton. Bootle is, like the city to the south, overwhelmingly white and working-class in character.
At the 2001 census, almost a third (31.1%) of the population was living in social housing.
There are ongoing efforts to lift the area through regeneration projects. The seat has benefited from Objective One Funding from the EU, although the flow of money has now been redirected towards newer EU members in Eastern Europe. In addition, the South Sefton Partnership has overseen the spending of other regeneration funds.
