The Conservatives lost the seat to Labour's current MP Margaret Moran in 1997 with a swing of 11%, giving her a majority of 23.5%. There was a further small swing to Labour of 1.2% in 2001, increasing Moran's majority to over 10,000 on a turnout of 57%.
As in neighbouring Luton North, the Labour majority was considerably reduced in 2005. Margaret Moran's vote fell by 12.5% but as across much of the country, it was the Liberal Democrats who benefited most.
At the election, boundary changes mean that the seat gains the part-ward of Biscot from Luton North, and loses its share of the Barnfield and Saints wards.
Luton South is where the main institutions associated with the town of Luton are to be found, including the rapidly expanding international airport and the shopping centre.
This constituency has more industry than its neighbour, Luton North, and incorporates the largest local shopping area, the Mall Arndale. The Capability Green development has also brought in major new investment from large companies such as Astra Zeneca, Barclays, and Ernst and Young.
The local economy is aided by the fact that the transport and communication links are excellent. The M1 runs across the west of the seat and the Thameslink rail service takes commuters directly into London. Its location between Oxford and Cambridge on the west/east axis and between Birmingham and London north/south is ideal for many national and international investors.
