Summary of Amendment: "Allows cities, towns, villages, counties and school districts, subject to voter approval, to increase their bonded indebtedness by five percent of the value of taxable tangible property to retrofit public buildings to withstand earthquakes. There would be no direct cost. Indirect costs would depend upon voter approval in cities, towns, villages, counties, school districts, corporations and other political divisions"
