Summary of Amendment: "Allows construction of toll roads and bridges. Toll authorities may issue bonds for design and construction of toll roads. Such bonds shall not constitute a debt or liability to the state. There may be minimal initial costs; any income or other effects will depend upon enabling legislation and subsequent actions of toll road authorities"
