| Description |
Having lost their outright majority, the CSU formed a governing coalition with the FDP.
The Free Voter Group presented themselves as a right-leaning alternative to the CSU, and were able to ride discontent with the ruling party to a third place finish. The FDP also gained their 16 seats at the expense of the CSU, more than doubling their 2003 vote percentage.
