Description The legislature of 1898-1899 failed to elect a U.S. Senator. The Pennsylvania Governor appointed Quay to the seat until a choice was made, but the U.S. Senate decided on 12/25/1899 not to allow him to take the seat. The Senate affirmed this decision on 4/24/1900.
