Description The first election for U.S. House in Pennsylvania was held by the General Ticket method. Voters could vote for up to eight names of people.

The Federalist Party held a convention in Lancaster in early 11/1789 and nominated the ticket of F. Muhlenberg, Clymer, Scott, Fitzsimmons, Hartley, Wynkoop, Chambers, and Allison.

The Anti-Federalists met afterward in Harrisburg. They nominated P. Muhlenberg, Hiester, Findlay, Irvine, Pettit, Montgomery, McClanahan, and Whitehill. Peter Muhlenberg and Hiester at the time supported the Federal Constitution and in theory were Federalists.

The sizeable Pennsylvania German population decided to vote for the German candidates on each ticket. This tactic resulted in the election of six Federalists and two Anti-Federalists.
