Description North Carolina's Presidential Electors: (A) H.J. Liverman, (A) Dorothy P. Furr, (1) A.W. Houtz, (2) Lloyd W. Bailey, (3) Samuel E. Godwin, (4) Russell N. Barringer, (5) Harold F. Stanley, (6) James C. Rodgers, (7) J.T. Clemmons, (8) W.S. Bogle, (9) R. Powell Majors, (10) Edward H. Smith, (11) Juanita Ratcliff (replaced R. Curtis Ratcliff.

Lloyd Bailey cast his electoral vote for George Wallace, which made this one of the most disruptive meetings of the Presidential Electors in North Carolina. No Republican Electors had been chosen since 1928, so none of those present were informed of what they were expected to do. When the Electors finished, they left for home without signing all of the original copies of the Certificate of Vote. NC Republican Party chairman Jim Holshouser drove across the state and gathered the signatures so the official vote could be forwarded to VP Humphrey's office for counting before the joint session of Congress.

The next year (1969), the legislature passed a law making it a felony in NC for a Presidential Elector to vote against the national ticket of the party which carried the state in the election.
