Description According to the New Jersey Constitution, a vacancy in the Governor's office is filled by the President of the State Senate. As the Senate President, Donald DiFrancesco became Governor upon the confirmation of Christine Todd Whitman to head the Environmental Protection Agency.

The constitution requires that DiFrancesco simultaneously hold the jobs of Senate President and Governor, making him arguably the most powerful Governor in the country during his term.
