Description Willis Smith surprised the political community by placing second in the primary and then winning the runoff. An ardent anti-Truman Democrat, Smith said he was running "to save America from the social planners and plotters." During the primary campaign, Smith attacked Sen. Graham for being too liberal; in the runoff, he switched tactics to making anti-Negro speeches. This was the first such specifically anti-Negro campaign in NC since 1900.
