Short Description	Candidate Search Changes
Long Description	Added In-Country and Out-Of-Country to In-State and Out-Of-State separation. To speed up candidate entry, it now does not automatically search out of state if nothing if found in-state and instead the option must be clicked. Same process with out of country. Added In-Country and Out-Of-Country to In-State and Out-Of-State separation.
