| Description | The Universal Party was created by Kirby J. Hensley in 1963. It absorbed the "Outer Space" Party of 1960, though the link between the two movements is tenuous. Hensley was the party's nominee for President in 1964 and 1968. He left the party in 1970 to form another miniscule and fleeting party. Leaders of the earlier Outer Space Party assumed control of the Universal Party and continued the party through the 1972 elections.
The Universal Party Platform a platform for the Establishment of a Political Organization Dedicated to the Perpetuation of Libertarianism as an Intelligent Form of Government Guaranteeing Personal and Collective Sovereignty for All Life Forms in the Universe Declaration That The Universal Party should be established as a political organization which perpetuates a sensible political viewpoint which best guarantees the Personal and Collective Sovereignty of All Life Forms, through the intelligent form of government known as Libertarianism.
That Libertarianism is best expressed as being an intelligent form of government which is structured in a manner whereby all parties possess and enjoy full sovereignty, as long as the expression of that sovereignty does not conflict with the sovereignty of any other party, or that freely afforded to the government.
That The Universal Party should promote the intelligent form of government known as Libertarianism in every Nation in which it is established as a political organization, and that its interpretations on Libertarianism should also be propagated in every Township, County, and State; and World, Solar System, and Galaxy, in the Universe.
That the planks on Libertarianism by The Universal Party within this platform be used for the perpetuation of Intelligent Forms of Government in the Nation.
Planks That All Life Forms are created equal and are equal in potential, irrespective of race, color, creed, gender, or sexual orientation, and all Life Forms are endowed by Nature's God with certain Fundamental Unalienable Rights; the rights of Personal Security, Personal Liberty, and Private Property.
That Personal Security means that all Life Forms have the right to defend their existence in any way necessary and possible; that Personal Liberty means that all Life Forms have the right to do whatever they choose with their person and property as long as they do not directly harm the person or property of any other Life Form; that Private Property means that all Life Forms have the right to sell their personal services and acquire and possess private property.
That All Life Forms are Sovereigns unto Themselves under Nature's God, with Supreme power to act on their own Behalf, possessing certain Unalienable Rights; and by the Laws of Nature bestowing on all other Life Forms that same status as Sovereign and those same Fundamental Unalienable Rights.
That All Life Forms have the right to remain in a state of Nature as long as they please: and in case of intolerable oppression, civil or religious, to leave the society to which they belong and enter into another.
That All Power is naturally vested in, and consequently derived from, Individual Life Forms; that the Magistrates thereof are their Trustees and Agents, and at all times Amenable to them.
That the National Government should be forbidden from diminishing, abrogating, or infringing upon the Sovereign Rights and Property of any Citizen of the Nation.
That the National Government should be forbidden from diminishing, abrogating, or infringing upon the Sovereign Rights and Property of any Party to the Union.
That no legislation, or any other regulation or restriction, should diminish, abrogate, or infringe upon the Sovereign Rights and Property of any Citizen of the Nation or Party to the Union.
That any and all legislation in conflict with the defense and protection of the Creator-Endowed Fundamental Unalienable Rights and Personal and Collective Sovereignty of any Citizen of the Nation should be repealed.
That full, natural, common law Citizenship under the States, Counties, and Townships should be restored to all natural born Citizens and all lawfully naturalized Citizens, and recognition of the Creator-Endowed Fundamental Unalienable Rights and Personal and Collective Sovereignty of all Citizens of the Nation should be confirmed and clarified through statute law.
That any and all states of emergency and forms of martial rule in the Nation which might have been presumed to have been declared, should be terminated immediately.
That any and all instruments, agencies, instrumentalities, offices and other bodies and instruments which might have been implemented or established under such states of emergency and forms of martial rule, and which might have contributed to the perpetration of a system which would deny any Citizen of the Nation full Creator-Endowed Fundamental Unalienable Rights and Personal and Collective Sovereignty, should be permanently abolished.
That any and all artificial or fictional forms of government which might have been implemented or established in the Nation should be permanently abolished.
That any admiralty law, military law, and all other types of artificial or fictional legal systems which might have been implemented or established in the Nation, should be permanently abolished.
That any and all of the laws which might have been created under any artificial or fictional jurisdiction should be repealed, and that those Venues should return to the types of legal system and forms of government which might have previously existed before those artificial or fictional forms, systems and entities were created, and before the states of emergency or forms of martial rule were presumed to have been declared; or those Venues should take lawful steps to establish new types of legal systems and free forms of government which would best afford for the defense and protection of Fundamental Unalienable Rights and Personal and Collective Sovereignty for all Citizens of that Venue.
That "An Act for the Confirmation and Clarification of Precepts and Actions of the Common Law" should be submitted to the Congress of the Nation as an instrument for the reform of the common law into a legal system fully competent in the defense and protection of Fundamental Unalienable Rights and Personal and Collective Sovereignty of all Citizens.
That National Courts of Common Pleas and National Courts of Appeals, consistent with the confirmations and clarifications of that Act, should be established to pertain to controversies between different Citizens of the Nation and Parties to the Union.
That a recommendation be made to the States, Counties, and Townships of the Nation that they take similar action in reforming their court systems in accordance with the common law, and in accordance with that Act.
That a system of sound economics through the exclusive use of currency based on real money should be instituted, and that the printing of paper currency which is not a representation of real money on deposit should be forbidden.
That precious metal reserves should be established as a basis for the system of sound economics.
That if the implementation of the provisions specified herein should not be immediately successful, then plans for the elimination of all government agencies which might have been created relating to money and banking should be initiated, an audit of all precious metal reserves should take place, and investigations should be performed into possible crimes committed by agents and officials previously involved in matters related to money and banking.
That after the completion of the audit, the Militia Units of the Nation should take possession of, and should secure, a location, such location to be determined by the Congress, and that the precious metals which have been accounted for, and all other precious metals which can be established as previously being the property of the Nation but which were stolen from its Citizens by the manipulations of those aforementioned monetary and banking agencies, should be transferred to that location, and indictments should be issued, in accordance with the Laws of the Nation, for all those agents and officials in the Nation who were involved in criminal acts related to money and banking.
That any and all internal national taxes should be repealed, and that the recommendation of same be made to the States, Counties, and Townships of the Nation, and that a tax on imports to the Nation and exports from the Nation be established at a certain percentage of the purchase price or sale price at the point of entry or point of exit.
That the percentage rate implemented should be appropriate and sufficient to produce a surplus in the yearly budget which will be created by this method of taxation, a surplus from which any National Debt which might exist should be paid in full by the end of the current administration.
That from this time forward, there should be no National Debt, nor should the Congress approve a budget which would produce anything other than a substantial surplus, which would then be redistributed to the Parties to the Union in proportion to land area and population.
That any and all offices, agencies, and instrumentalities which might have been created, and which were related to tax collecting purposes, should be abolished where no longer necessary, and that new agents for collection of the import and export taxes should be hired, and no former agent or tax collector should be permitted to apply for hire in these positions.
That these agents should not have the power of distraint, but should perform fully within the law all investigations necessary to file complaints in the national courts against alleged violators.
That a similar tax on imports and exports should be recommended to the States, Counties, and Townships of the Nation, and that it should be recommended that they impose similar conditions for application of those taxes as those specified on a National level in this platform, and that they pursue similar efforts in the dismissal of agents whose positions have been abolished, and in the hiring of new agents for positions which have been created.
That any Nation placing trade restrictions on imports to that Nation, other than a similar import tax as proposed in this platform, should have the same exact restriction, using appropriate ratios, placed on imports to the Nation as they have placed on imports to that Nation.
That lawful and legal ownership of all real property and consumer goods held by Citizens of the Nation in fraudulently established partnership with agencies and instrumentalities of all applicable levels of government should be fully and completely conveyed to those private Citizens, and any and all outstanding claims of every nature against that property should be abolished, except for those of the private Citizens of the Nation in possession of that real property and those consumer goods.
That enrollment in all national plans of entitlement, and in national annuities, insurances and other such plans, should be terminated; that all entitlements due Citizens presently enrolled in such plans should be met in full, through repayment of contributions made or the fulfillment of the entitlement contract; that all other unconscionable contractual relationships between the government and its Citizens be terminated, along with any such programs which enroll Citizens into those unconscionable contractual relationships, and into foreign jurisdictions; and that recommendation of the establishment of similar such policies be made to the States, Counties, and Townships of the Nation.
That no Citizen who is associated with any organization which requires secrecy in their matters, or with any organization which is found to be in conflict with the intents or purposes of the Constitution of the Nation should be eligible for any office of honor, trust or profit in this government, nor should anyone who has taken an Oath or Affirmation in conflict with the intents or purposes of the Constitution of the Nation.
That statute law in support of the defense and protection of the Children of the Nation should be proposed, such law that acknowledges the clear and total responsibility for guardianship held by parents over their children but which at the same time forbids any and all abusive acts that would be classified as a crime should those acts be perpetrated upon adults, specifically the unnecessary non-medically-indicated alteration or mutilation of the natural form of those children, inflicted for any reason; legislation which at the same time classifies such abusive acts as a felony crime and which classifies any individual or organization participating in such acts as felony criminal individuals and organizations.
That full, natural, common law Citizenship under the States, Counties, and Townships should not be denied to any law-abiding natural born Citizen of the Nation, and recognition of the Creator-Endowed Fundamental Unalienable Rights and Personal and Collective Sovereignty of all Citizens of the Nation should be clarified through statute law in a manner which affords any and all necessary protections against the unlawful and illegal persecution, condemnation, and ostracizing of historically oppressed law-abiding peoples, specifically attempts to abrogate and infringe upon the Right of Private Property of such people by preventing them from the opportunity to work in offices or organizations associated with the public trust, while at the same time not in any way providing any special rights to any person or altering any previous classification of any person as a criminal in the letter or spirit of the law.
That a Constitution for the united Nations of the World should be proposed to the Citizens and Nations of the World as a plan of Global Government which best affords for the defense and protection of the Creator-Endowed Unalienable Rights and Personal and Collective Sovereignty of all Citizens of the World, with the provision that lack of consideration of said constitution will result in reconsideration of the participation of the Nation in any and all other global plans or institutions.
That "An Act for the Confirmation and Clarification of Precepts and Actions of the Universal Law" should be submitted to any Congress of the world which might be established, as an instrument for the creation of a legal system to act as the foundation for all contact and social interaction with other Life Forms and Species in the Universe, and that this legal system be propagated as a legal system which best affords for the defense and protection of the Creator-Endowed Unalienable Rights and Personal and Collective Sovereignty of all Life Forms in the Universe.
That should this platform, being supported by a sufficient popular consensus, be thwarted in its implementation by those who oppose such principles as contained herein, then the Militia Units of the States, Counties, and Townships should call on the Citizens of the Nation to establish new types of legal systems and free forms of constitutional government consistent with the principles of the common law and of Libertarianism, and consistent with the principles of The Universal Party, and that those Militia Units should preside over all such proceedings and enforce all such decisions of the Citizens of the Nation in the establishment of those new legal systems and free forms of constitutional government.
Resolved That Libertarianism is best expressed as being an intelligent form of government which is structured in a manner whereby all parties possess and enjoy full sovereignty, as long as the expression of that sovereignty does not conflict with the sovereignty of any other party, or that freely afforded to the government.
That The Universal Party should promote the intelligent form of government known as Libertarianism in every Nation in which it is established as a political organization, and that its interpretations on Libertarianism should also be propagated in every Township, County, and State; and World, Solar System, and Galaxy, in the Universe.
That this Platform has been submitted for the purpose of providing the Citizens of the Nation with a foundation for the establishment of Libertarian Government, and for the confirmation of the Creator-Endowed Fundamental Unalienable Rights and Personal and Collective Sovereignty which belong to all Life Forms under the Laws of Nature and Nature's God.
That in the name of the The Universal Party, and in the name of the political organization of its members, it is hereby; Resolved that The Universal Party is dedicated to the honor and propagation of the principles of the intelligent form of government known as Libertarianism, and; Resolved, that The Universal Party will make all efforts necessary and possible to present the principles of the form of government known as Libertarianism to all the Life Forms in the Universe so as to provide them with the ability to make intelligent and compassionate choices as to whether or not to establish such a form of government, and; Resolved, that this Platform be honored and propagated by The Universal Party and the members of its political organization as a recognition and acknowledgement of the principles of a form of government which can be part of a paradigm shift in the consciousness of individual Life Forms and collective Life Form species, and as a challenge to those Life Forms and Life Form species to consider the interpretations of The Universal Party regarding Libertarianism as an Intelligent Form of Government Guaranteeing Personal and Collective Sovereignty for All Life Forms in the Universe, and thus as a sensible political viewpoint requiring and deserving of all the respect of the Sovereign Rights and Property of its followers as would be afforded the followers of any other political viewpoint which might be honored and propagated in the Universe.
