DescriptionIt's that time of year again: our annual look at the top House races, March Madness style, with each region limited to an "elite eight." We start in the most competitive region, the West, where Republicans are playing defense in a number of key districts:

Arizona 01: Freshman Republican Rep. Rick Renzi has done his homework in his swing district, but his 2002 win was largely due to a damaged Democratic candidate. Democrats seemed to have learned their lesson, and united behind a candidate with a familiar last name in Arizona politics: Babbitt, as in former Flagstaff Mayor Paul Babbitt, brother of former Interior secretary, Arizona governor and presidential contender Bruce Babbitt.

Washington 08: Planning to target this district anyway, Democrats nabbed an advantage when Republican Rep. Jennifer Dunn made her surprise retirement announcement. Still, both sides boast strong candidates in this swing district, which has recently trended Democratic.

Utah 02: Democratic Rep. Jim Matheson has always faced close races in this Republican-leaning district, and he has been successful by painting himself as an independent. With a Bush and another Matheson topping the ticket -- his brother, Democrat Scott Matheson Jr., is running for governor -- it's tough to say where these split-ticket voters break.

Colorado 07: The fact that freshman Republican Rep. Bob Beauprez was the national Republicans' number two choice for the open Senate race -- after Gov. Bill Owens -- says a lot about Beauprez's campaign skills. But Democrats aren't taking a pass on this race, which Beauprez won by the closest margin of any 2002 House race in the nation.

Colorado 03: This open seat race just got more interesting, with Democrats giddy over Attorney General Ken Salazar's entry in the open Senate race. While Republicans face a crowded primary in this GOP-leaning district, the Democratic favorite is Salazar's brother, John.
