DescriptionOver the weekend, businessman John Cox announced he will run for governor once again if a recall election is held later this year. Cox, who ran as an ally of then-President Donald Trump, was Newsom's opponent in the 2018 general election. He lost by 23 percentage points (61.9% to 38.1%), faring worse than fellow Republicans Neel Kashkari in 2014 (a 20 percentage point loss) and Meg Whitman in 2010 (12.9 percentage point loss).

If a recall election is held, the first item on the ballot would be a simple "yes" or "no" vote on whether Newsom should be recalled. The second item would be a vote on Newsom's replacement, which would be negated if "no" receives more votes than "yes."

However, if "yes" wins, Newsom would automatically be disqualified from office and his successor would be chosen from one of the candidates on the bottom ballot. A plurality — and not a majority — of votes is all that is needed to win.
