Description | A key piece of Gov. Joe Kernan's full-day kindergarten plan failed in the Indiana House Wednesday despite an extraordinary attempt to let a sick lawmaker phone in his vote from home.
This is the second time this week Democrats couldn't muster the 51 votes needed to approve House Joint Resolution 5. The measure, which ultimately failed 50-47 after protests from both sides of the aisle, would have started the process of changing the Indiana Constitution to use money dedicated to school construction for full-day kindergarten.
The desperation tactic -- supported by Kernan -- infuriated Republicans and stunned even Democrats. "I think it was worth taking a crack at," Kernan said from his office Wednesday night. |
