Description"State legislators released proposed maps of the state's 18 new congressional districts that combined the districts of incumbent Democrats Jason Altmire and Mark Critz and made other small changes to districts around Western Pennsylvania. The major changes to the map were in collar counties around Philadelphia, which will cause a good amount of partisan bickering while the maps are debated.

The maps were released at a 4 p.m. news conference at the Capitol after days of delays and behind-the-scenes maneuvering. The proposed disticts go before the Senate's state government committee starting tomorrow, and then perhaps to a House committee the day after.

The combination of the two Democratic districts was no secret: with the state's population losses since the last U.S. Census centered in Western Pennsylvania, Districts 4 and 12 were ripe for changes. The new district -- called the 12th -- is to stretch from Mr. Altmire's current Beaver County border with Ohio west to Mr. Critz's Cambria County homebase.

In other nearby changes Upper St. Clair Republican Tim Murphy would pick up more of Greene County at the south of the 18th District. Republican freshman Mike Kelly of Butler would lose half of Erie county to fellow Republican Glenn Thompson."
