DescriptionNew Castle County Council president Tom Kovach plans to officially form a campaign committee today to challenge Rep. John Carney for Delaware's lone U.S. House seat next year.

Less than 13 months before Election Day, Kovach is the only Republican candidate to officially jump into a statewide race against a slate of well-known Democratic incumbents who have a 111,000-voter registration advantage over the GOP.

Republican businessman Kevin Wade is exploring whether to run against Democratic Sen. Tom Carper as party leaders seek to head off the type of contentious primaries that tore the GOP apart last year.

"We're not in the exploratory phase," Kovach said. "We're in the campaign mode to take that seat in 2012."
