Raúl Castro proposes five-year terms for Cuba's rulers

Description | In his opening address to the first party congress in 14 years, Mr Castro admitted that the country's government had made mistakes and now lacked a "reserve of well-trained replacements" for its current ageing leaders.
He and his brother Fidel have ruled the country for 52 years but Mr Castro said that now was the time to launch a "systematic rejuvenation" of the government.
Politicians and other top officials should be restricted to two five-year terms, he said as he admitted that the lack of younger candidates for top political posts was "embarrassing".
But Mr Castro's remarks suggest that the wave of popular unrest across the Arab world may have persuaded him to take a more proactive approach in addressing how Cuba will evolve in the coming years. |
