DescriptionIn an election in which Republicans made gains nationwide, Democrats won control of a suburban Sacramento Assembly seat that has been in GOP hands for more than two decades.

Democrat Richard Pan declared victory in the 5th Assembly District, leading Republican attorney Andy Pugno 49 percent to 46 percent. Though Pan holds a 3,000-vote lead, Pugno has not conceded in the contest to replace termed-out Republican Roger Niello.

Election officials say more than 140,000 absentee and provisional ballots remain uncounted in Sacramento and Placer counties, though it is unclear how many of those fall within the district, which includes Fair Oaks, Folsom and Natomas. The Associated Press called the race for Pan on Wednesday.

While the district's composition – a 40 to 38 percent registration edge for Republicans – made the seat competitive, it was Pugno's star role in the fight over gay marriage that garnered national attention in what otherwise would be a routine state Assembly contest.
