DescriptionMONTREAL – A former Quebec justice minister says Premier Jean Charest told him to follow the advice of provincial Liberal party bagmen to name certain judges in the province.

Marc Bellemare has, in effect, placed Charest at the heart of his incendiary allegations that provoked the commission of inquiry into the nomination of judges in the province, which began Tuesday morning.

Marc Bellemare gave the commission, presided over by former Supreme Court justice Michel Bastarache, a list of three judges whose nominations he claims were made under pressure by three Liberal party fundraisers and organizers, whom he also named.

One of the fundraisers, Franco Fava, he said, put increasing pressure on him in July and August 2003 to name a prosecutor from the Outaouais, near Ottawa, to the criminal bench in Longueuil.

“’Franco is a personal friend,’” Bellemare said Charest told him. “’He’s an influential collector for the party, we need this guy; you must listen to him, he’s a professional in fundraising. If he tells you to nominate (Marc) Bisson, and (Michel) Simard, name them.’ That’s what he said to me.”
