EDWARDSVILLE -- U.S.Rep. Mark Kirk, R-Ill., met with metro-east small business owners Wednesday afternoon and shared a list of proposals that he believes will help them.

Kirk was joined by fellow Rep. John Shimkus, R-Collinsville, at the Cassens Transport building in Edwardsville to introduce their ideas and listen to local business leaders. They presented what they called the Small Business Bill of Rights, which mainly calls for lawsuit reform and scaling back taxes and health care costs. Kirk repeated a prior claim that he would like to work toward repealing the new health care law but "we do not have the votes" now.

Despite his and fellow Republicans' recent vote against the health care overhaul, Kirk disputes criticism that the GOP stands in the way of any health insurance reform. He said the new law includes 12 new federal taxes, including a 56 percent estate tax, and a $500 billion cut against seniors who depend on Medicare. He said that this is coming at a time when the nation's unemployment rate is 10 percent, and his home state has a 12 percent jobless rate.

"We're not the party of 'no,'" Kirk said. "We're the party of better and new ideas directly intended to meet the needs of small business employers so they will expand hiring."
