DescriptionState Rep. Merle Boucher, the House minority leader, says he is running for governor and will make improvement of the state's social and economic infrastructure a key issue in his campaign.

Boucher, D-Rolette, made the announcement Thursday at a low-key news conference. He said he did not notify party officials of his intentions.

"So often, candidates before they ever start their campaigns are handcuffed by internal party pressure," he said. "I came here to state my positions."


Boucher said he also does not want to "collar" the party with his ideas and beliefs. He said turning around what he calls a "colonial" economy -- shipping out raw materials and taking whatever is offered in return -- is key to North Dakota's future.

"What happens in North Dakota is dictated by the political jurisdictions that surround us, the world around us," Boucher said. "We produce things for their benefit, and in turn they determine what they're going to give us back. We've made ourselves a subservient state."

Boucher said he thinks North Dakotans are tired of candidates from both parties talking about the same old broad issues -- outmigration, economic development and holding the line on taxes.

"We're all concerned about those things, but these aren't things that we don't already know about," he said.

Boucher is the second Democrat to announce he will seek his party's nomination for governor. Joe Satrom, a Bismarck businessman and former state senator, made his announcement in November.
