| Description | Scott may have as close to a lock on a runoff spot as any of the contenders, with even Worley and Hecht saying that he is likely to make the second round.
Scott is the only African-American candidate among the front-runners in a district where blacks make up 38 percent of the voting-age population and conceivably an even greater percentage of the Democratic primary electorate. |
