DescriptionMissouri Republican Ed Martin has initiated a 2010 campaign against Democratic Rep. Russ Carnahan in the 3rd District in and around St. Louis.

Martin, who served as chief of staff to Gov. Matt Blunt (2005-2009), recently filed a statement of candidacy and a statement of organization with the Federal Election Commission that establish what Martin is calling an "exploratory" committee.

A July 29 press release took aim at Carnahan's votes for the economic stimulus law and a House-passed "cap and trade" climate change bill.

CQ's mid-year vote study showed that Carnahan backed Democrats 99.6 percent of the time on votes that pitted most Democrats against most Republicans.

Carnahan, a member of Missouri's most prominent political family, won a third term in 2008 with 66 percent of the vote, matching the percentage he received in 2006.

Missouri's 3rd, which includes the southern half of St. Louis and some suburbs and rural territory south of that city, backed Barack Obama over John McCain in the 2008 election by a margin of 60 percent to 39 percent.
