The Tribune review also quotes the Governor as saying that there's a "strong" chance he will sign a much debated stopgap/barebones budget for Pennsylvania this coming Tuesday so that state employees are paid and also to use as leverage to strong-arm Republican lawmakers to settle on an agreement on a complete 2009-2010 budget and spending outline.

With deference to adding to already poor economic activity in Pennsylvania, currently reeling from the recession, Rendell further affirmed that the tax hikes must go through. The Republican lead legislature have, in no uncertain terms, expressed that they will not allow a hike and that removing it as an option would move full-package budget negotiations along much quicker.

Although there's little support for a tax hike by the PA Legislature or by PA citizens, Rendell says in another Tribune Review quote, that; "It's not off the table because it's the best way to get this done," but knows that it’s not the only funding option. Rendell, house and Senate leaders are set to meet Sunday to bang-out a budget compromise.

Senate President Joe Scarnati (R-25) expressed that he really wants the Governor to stop his fear mongering and instead, start to negotiate by putting the citizens’ best interest first. The senator said; “In order to sell something that is not in the best interest of Pennsylvanians, which is a massive increase in the personal income tax, the Governor has come to his final option…threatening a doomsday scenario in the Commonwealth. However, if we are to get to the point of significant progress on this budget, the Governor must be forthright with his information to the public."
