DescriptionIllinois Atty. Gen. Roland Burris said Tuesday that he has decided to run for governor in 1994, and he plans to announce his intentions next month, making him the first Democrat to enter what could shape up as a crowded nominating field.

Burris said the formal kickoff for his gubernatorial candidacy will come in July, sometime after the spring legislative session is completed.

``I`m not exploring anything,`` declared Burris, who backed away from a bid for governor in 1990 and ran for attorney general instead. ``We`re going this time. We`re not playing games.``A high-ranking aide in the attorney general`s office said a Dec. 14 reception will be the setting for a low-key initial announcement by Burris.

Burris criticized Republican Gov. Jim Edgar as having failed ``to deliver for Illinois`` and for lacking the vision he said is needed to prepare the state for the next century.

``He has no programs for this state,`` said Burris, who maintained that the economy will be the chief issue in the 1994 campaign. ``He hasn`t brought about the things needed to advance us into the 21st Century.``

``Everybody`s entitled to their opinion and everybody`s entitled to run for governor,`` Edgar said when informed of Burris` decision. Edgar said an announcement on his re-election plans will not be made until next summer.

Burris` formal declaration for governor is likely to set off a stampede of Democrats attracted to his stepping-stone political post as attorney general. The result could be a number of entry-level statewide offices opening up.
