DescriptionCasey E. Thomas II, president of the Dallas chapter of the National Association for the Advancement of Colored People, has filed a campaign treasurer with Dallas City Hall for a potential District 3 City Council bid.

The move allows him to raise money ahead of City Council elections in May 2009.

He's the first person to pose a challenge to freshman incumbent Dave Neumann, although there are strong signs that former District 3 council member and mayoral candidate Ed Oakley is also considering a bid for his former seat.

Neither Mr. Thomas or Mr. Neumann could be immediately reached for comment, but we'll update accordingly when they call back.
