Description | St. Paul voters dramatically reshaped the City Council on Tuesday, electing a minority woman for the first time, returning a former council member to office and handing an emotional defeat to the daughter of an incumbent who died weeks before Election Day.
The results were a blow to Mayor Randy Kelly, who watched three of his four favored candidates go down to defeat. His reliable votes on the seven-member council shrunk from a healthy majority of five to a difficult minority of three.
