Description | WASHINGTON — It won't be at high noon. But Monday at 5:30 p.m. Eastern time is when the big Senate showdown is scheduled over the nomination of Utah Gov. Mike Leavitt to head the Environmental Protection Agency.
Senate Majority Leader Bill Frist, R-Tenn., has scheduled a "cloture" vote to overcome "blocks" placed against Leavitt by six Democrats, including three presidential candidates, who seek to prevent debate and a final vote on the Utah Republican governor.
The cloture vote requires a three-fifths majority (or 60 of the Senate's 100 votes) to pass. If successful, it would force debate on Leavitt — and put a limit of 30 hours on it — and ensure a final vote on him.
Republicans control just 51 of 100 seats in the Senate. With that, they say Leavitt would easily win confirmation on a final simple-majority vote. But the real test is whether Republicans can persuade enough Democrats to join them to achieve the three-fifths majority needed to force and limit debate and proceed to that final vote. |
