Description | THERE ARE two well-qualified candidates for San Francisco district attorney this year. Incumbent Terence Hallinan is not one of them.
Kamala Harris, a 38-year-old veteran prosecutor, offers the best hope of repairing the damage inflicted on that critical city office during the past eight years of Hallinan's reign. She has been a leader in programs to get child prostitutes off the streets and to curb domestic violence. Her impressive blend of experience and fresh ideas gives her the edge over another highly capable prosecutor, Bill Fazio.
Either Harris or Fazio would bring some badly needed professionalism to the office, which has been plagued by low morale, wholesale departures of talented attorneys and a history of staff misconduct and legal miscues that have resulted in the lowest conviction rate for serious crimes of any D.A.'s office in the state.
