BEIJING, April 10 -- Calling freedom of expression an absolute human right, the International Olympic Committee president said athletes would be allowed to speak freely at some Olympic sites and said he had insisted that Chinese officials fully enforce as soon as possible a media law designed to give journalists full access in China.

China, meanwhile, cancelled plans to re-open the Tibet Autonomous Region to tourists on May 1 and announced the discovery of an Islamic terror plot to disrupt the August Games by kidnapping foreigners, bombing hotels and government buildings and poisoning food in Beijing and Shanghai.

The developments underscore China's view that stability and sovereignty come before the Aug. 8-24 Olympic Games and other rights and freedoms. The announcements have coincided with a wave of protests against China's crackdown against Tibetans, demonstrations that are undermining China's plans to use the Olympics to show its friendly relations with foreign countries and its own domestic ethnic groups.
