"Sen. Joe Biden made an hour-long pitch on the Senate floor Friday for his plan for a political settlement in Iraq, telling senators to "stop pussyfooting around."

The Delaware Democrat's bipartisan measure, expected to come to a vote next week as an amendment to the Defense Authorization Bill, calls for promoting a federal system with strong regions and a limited central government, based on provisions in Iraq's constitution.

Biden, who chairs the Senate Foreign Relations Committee, said he understood the reluctance of other senators to commit to a specific proposal "because then you become the target" if it fails."

...."The amendment, signed by 11 co-sponsors, expresses the sense of Congress that the U.S. government should bring in the international community to support a settlement based on federalism and to convene a conference with Iraqis to help them reach that settlement.

Biden, who is running for president, began promoting a plan for a decentralized Iraq more than a year ago. He developed it with Leslie Gelb, president emeritus of the Council on Foreign Relations. The speech was Biden's first on the Senate floor in three months and ranged in pitch and emotion, with him holding his head in his hand at one point while describing troops who have died as "fallen angels."
