And to think it was only 20 years ago that voters turned down casino gambling by a 2-1 margin.

In his victory statement, Robert Carter, executive director of No Casinos Inc., proclaimed: "This is a real mandate to all those interested that the people of Florida don't want to see this issue again."

Mandates are a fickle thing. Last year voters approved an amendment allowing high-stakes slot machines in South Florida.

This has opened the door for the Seminole Tribe to file a federal lawsuit demanding the same slot machines at its seven Florida casinos. They now are limited to lower-stakes machines and games.

The state is in tricky negotiations with the tribe. It wants a percentage of the tribe's gambling revenues. But if it demands too much, the Seminoles could balk, proceed with the lawsuit, and cut the state out entirely.

The carrot the state can offer is permission for the tribe to operate full-scale Vegas-style casinos -- craps tables, roulette wheels, the whole works. In exchange, the state would get a percentage of revenues.

It's quite a poker game.
