Description | The Senate rejected an open primary for choosing candidates, but an advocate vows the idea will be back for voters to decide in 2008.
A 17-13 vote Wednesday killed the measure for this session. But former Secretary of State Phil Keisling said the vote gives supporters renewed momentum for an initiative on the November 2008 ballot.

The open primary would advance the top two finishers, regardless of party, to run in the general election. |
