| Description | AUSTIN — A San Antonio senator made a dramatic appearance on the Senate floor Tuesday just in time to preserve a Democratic blockade of a GOP-backed bill that would require photo identification to vote.
In a stormy session that nearly led to the expulsion of the senior Democrat in the chamber by Republican Lt. Gov. David Dewhurst, Democrats were able to prevent consideration of the voter ID bill when Sen. Carlos Uresti of San Antonio — who had been absent with the flu — suddenly walked out on the Senate floor just as a vote was being taken on whether to debate the measure.
Mr. Uresti was summoned from his apartment near the Capitol, where he had been resting, by his Democratic colleagues, and he scrambled to the Senate chamber. As he walked to his desk, he held up two fingers to signify his “no” vote.
His appearance resulted in a 20-11 vote on a motion to take up the bill. Because Senate rules require an initial two-thirds vote to consider any bill, the motion failed. |
