"On March 29, the Senate confirmed Zalmay Khalilzad, by unanimous voice vote, to be the next United States Permanent Representative to the United Nations. He replaces John R. Bolton, who turned in his resignation at the end of 2006. Khalilzad's diplomatic experience includes service as the US Ambassador to Iraq from June 2005 until just last week, and a tour as US Ambassador to Afghanistan from 2003 to 2005.

During the late 1980s, Khalilzad served as a special advisor to the Under Secretary of State for Political Affairs, covering issues including the Iran-Iraq war and the war in Afghanistan. From 1991 to 1992, Khalilzad served as Assistant Deputy Under Secretary of Defense for Policy Planning. During his tenure in this position, he was awarded the Defense Department medal for outstanding public service. Between 1993 and 1999, he served as Director of the Strategy, Doctrine and Force Structure program for RAND's Project Airforce. He also founded the Center for Middle East Studies at RAND. Khalilzad completed undergraduate and graduate studies at the American University of Beirut and received his doctorate from the University of Chicago. He has taught at both Columbia University and the University of California at San Diego.

Both the chairman, Joseph R. Biden, Jr. (D-DE), and the ranking member, Richard G. Lugar (R-IN), of the Senate Foreign Relations Committee praised the nomination of Khalilzad by President George W. Bush. "I am pleased that the President has nominated a diplomat with such wide experience to be our next Ambassador to the UN," said Lugar in his opening statement during Khalilzad's March 15 confirmation hearing. Biden echoed these statements before the committee on March 28, characterizing Khalilzad as someone who could be "readily confirmed" and commended the selection of "an effective and experienced person who would have broad bipartisan support."
