"U.S. Rep. Chris Carney said Monday he opposes a House Democratic plan on Iraqi war spending because it calls for withdrawing American troops by September 2008.

Mr. Carney, D-Dimock Township, who last month voted for a nonbinding resolution condemning President Bush’s plan to deploy 21,500 troops, said he doesn’t want an open-ended deployment, but isn’t ready to set a withdrawal deadline.

“I’m going to listen to the (military) leaders on the ground to make the call,” Mr. Carney said. “Right now, the joint security stations deserve a chance to work. ... If things don’t improve markedly, I will think very strongly about voting for it (a withdrawal deadline). But I’m not ready now.”

Joint security stations are command centers manned by American and Iraqi troops and Iraqi police.

They are aimed at quelling violence in neighborhoods, mostly in Baghdad so far. They are part of a new strategy that aims to directly confront warring militias and gather intelligence on insurgents and others fueling violence.

The congressman spoke after meeting with employees of Gentex Corp., the local manufacturer of military helmets and other protective gear used by the military. He told them the plant’s equipment is making a difference in the war.

The employees peppered him with questions, mostly about Iraq.

Mr. Carney remains skeptical of the additional deployment of troops, mostly because he thinks the number is too low and doubts Iraqi Prime Minister Nouri al-Maliki’s commitment to controlling violence."
