"Gov. Ed Rendell said today he was amazed at the size of some of the bonuses awarded to legislative staff members in 2005-06.

"It's stunning to me that (legislative leaders) would do this,'' he told reporters. "It shows the need for reform is urgent.''

He said he's not against the idea of a bonus when justified by an employee's exceptional performance, "but they should be a small percentage (of overall salary) and they should be disclosed to the public.''

Some top aides to former GOP Sens. Robert Jubelirer and David Brightbill received bonuses, over the two-year period of 2005-06, ranging from $20,000 to $30,000, with a high of $41,500, on a base salary of about $100,000.

House Democratic leader Bill DeWeese also gave out bonuses this month to some House Democratic staffers but has declined to say who got them or how much money was involved. He called it "an internal personnel matter,'' but an aide, Tom Andrews, said a list of bonus recipients may be released this afternoon."
