DescriptionHillary Rodham Clinton's not an Arkansan like her wildly popular husband Bill, and she hasn't visited the state as much since the couple left in 1992.

But the U.S. senator from New York, who announced Saturday that she is running for president, has a 20-year record of public service in Arkansas and political ties that make her a good bet in the state primary in 2008, said Jay Barth, a political scientist at Hendrix College.

"She's certainly the clear favorite to win the Arkansas primary," said Barth, who also sits on the state Democratic Party's executive committee.

The former president himself once said his wife was one of the best reasons for electing him.

Although busy representing New York since leaving the White House, Hillary Clinton has maintained her connections in Arkansas. Her husband visits regularly and the Clinton presidential library is located in Little Rock. Her mother also lived in the state capital city for years before moving to New York to live with the Clintons.

"It will be very easy for her to put together a very solid organization here and a very experienced organization," Barth said.
