"All the usual trappings will be there: Live music. Thousands of guests decked out in dark suits and flowing gowns. Tables piled high with culinary specialties from around the state.

But the man who will be sworn in at 11:45 a.m. tomorrow for a second term at the helm of Pennsylvania's government bears little resemblance to the one who took the oath of office in 2003: After four years of tough political and policy fights, Gov. Rendell has emerged a capable veteran better able to navigate the quirks and quagmires of the Capitol and better positioned to realize his agenda, political analysts say.

So has his party, which in November won a majority in the House of Representatives for the first time in 12 years. That will give Rendell another edge in the next four years - although one he will need to use quickly because he will be, after all, a lame duck.

"Rendell is no longer a rookie, untested governor from the big city who many people knew very little about," said Mike Young, a former Pennsylvania State University professor and a longtime observer of Harrisburg politics. "He's now a well-tested, very popular governor on top of his political game. His victory in November underscored that."

Rendell has said his landslide win - 60 percent to his opponent's 40 percent - gave him a mandate, and he has talked openly about his goals: further cutting property taxes, expanding health-care insurance for the poor, and reforming government, among other initiatives."
