DescriptionFederal prosecutors triumphed in their New Orleans City Hall corruption case when the two remaining major defendants pleaded guilty in a rare Sunday morning court session.

Former city property management director Kerry DeCay and restaurateur Stan “Pampy“ Barré, a confidant to former Mayor Marc Morial, pleaded guilty in a 10 a.m. court session before U.S. District Judge Carl Barbier.
They pleaded guilty to one count each of conspiracy, mail fraud and obstruction of justice. Maximum penalties for the offenses are 20 years in prison as well as restitution of money fraudulently obtained.

The two men were in court with their lawyers.

The pleas come on the heels of a guilty plea Friday by construction company owner Reginald Walker. Walker, 59, had pleaded guilty to two felony counts involving mail fraud.

The City Hall case centers on a massive energy-management contract quietly awarded by Morial to Johnson Controls Inc., a national firm, toward the end of Morial’s eight-year tenure in office. Federal prosecutors portrayed Barré, DeCay, Walker and Johnson Controls project manager Terry Songy as the chief architects of a criminal conspiracy that skimmed more than $1 million from the deal.
