| Description | TALLAHASSEE -- Lawmakers refused to ban smoking in restaurants and bars, so health care groups took their case to the people in 2002. And Florida voters readily banned public smoking.
Teachers and parents upset with overcrowded schools also won voter approval that year for limiting the number of students in classrooms.
In 1992, political conservatives got voters to back terms limits for lawmakers, a proposal that could never have advanced in the Legislature.
In each case, citizens used their ability to put initiatives to a statewide vote and amend the Florida constitution to get what they wanted.
Proponents of the initiative process say it acts as a safety valve, allowing citizens and groups to enact major public policies that the Legislature is either unwilling or reluctant to consider.
But now advocates fear that unique power to place a constitutional issue before voters is in danger. |
