Washington - Unless Tommy G. Thompson makes a surprise 11th-hour decision to run for U.S. Senate, Herb Kohl could have a well-funded walk to re-election this fall.

But the story doesn't end there.

With millions at his disposal, Kohl is something of an X factor in the Wisconsin election landscape. By pouring money into not just his own race but also the Democratic Party's statewide turnout efforts, Kohl could provide a boost to other Democrats in extremely close races, including Gov. Jim Doyle.

But how much will Kohl spend without serious opposition?

In an interview last week, the Milwaukee Democrat said he is committed to a major re-election effort, regardless of who runs against him.

"I'm running a serious campaign," Kohl said.

The wealthy senator already has spent more than $1 million on television ads and launched his second wave of ads a week and a half ago. Kohl said he wants to make sure people know "what I've been up to in my term of office" and "what they're voting for, or against."

Asked if he thought such an effort also could be helpful to Doyle and other Democrats, Kohl responded: "Will I run a strong campaign to help Governor Doyle get re-elected? We'll see. . . . We'll see in October where he is. I mean, it's hard to know how that cuts."

State Democratic Chairman Joe Wineke said Friday that Kohl is "absolutely" going to be a factor in other races this fall, that he'll be involved in the party's statewide turnout efforts and that "whether he has real opposition or token opposition, (he) is still going to run an aggressive campaign, which will help Democrats up and down the ticket."

Wineke also said of Kohl that "when he's standing with Governor Doyle, it certainly isn't going to hurt Governor Doyle."
