Is a Republican running as an independent candidate illegal or just good political strategy?

The answer may depend on the congressional district.

In Ohio's 15th District -- which includes parts of Franklin, Madison and Union counties -- Republican Party chairmen are protesting the candidacy of Charles R. Morrison II, a Madison County Republican who filed as an independent in the congressional race.

Morrison would share the ballot with U.S. Rep. Deborah Pryce, the Republican incumbent from Upper Arlington, and her Democratic challenger, Mary Jo Kilroy, who is a Franklin County commissioner.

But in the 13th District, Republicans helped one of their own -- Akron attorney Traci Kennedy -- file petitions to run as an independent in the district, which includes parts of Summit, Cuyahoga, Lorain and Medina counties.
