DescriptionSAN DIEGO — Democrat Francine Busby placed first in the race to fill the seat left by disgraced former U.S. Rep. Randy "Duke" Cunningham, but will face former Republican Congressman Brian Bilbray in a June runoff.

With all precincts counted, Busby had 44% of the vote. Bilbray had 15% and wealthy businessman Eric Roach had 14%, with about 900 votes separating the two Republicans. The results have not yet been certified and may not reflect provisional ballots.
