Fugitive Minnesota dentist in Italy seeks pardon to allow run for Congress

| Description | WASHINGTON - A fugitive dentist from Minnesota who wants to run for Congress has filed papers from Italy seeking a pardon for a 1980 sex offense and other crimes.
Dr. Jack Shepard, 59, has made two previous runs for Congress while in Rome, where he has been practicing dentistry for most of the past 23 years. He also has made trips to Iraq and other countries in the Middle East, claiming to be on a peace mission with vague ties to the U.S. intelligence establishment.
He has been on the run since Dec. 7, 1982, when he failed to appear in court on a charge of first-degree arson in connection with a fire that damaged his Lake Street dental office in the Uptown area of Minneapolis.
At the time, he was on probation for convictions on drug charges and fourth-degree criminal sexual conduct, for which he spent eight months in Stillwater prison.
In an application to the Minnesota Pardons Board, notarized in Rome on Dec. 19, Shepard wrote that he wants to return to Minnesota and run for Congress again "to help humanity."
The Hennepin County Attorney's Office said it will oppose the pardon request. |
