FRANKFORT - A special Franklin County grand jury will investigate the hiring practices of Gov. Ernie Fletcher's administration and allegations of fraud and abuse of the state social welfare system in the Cabinet for Health and Family Services.
In his successful request for the special jury yesterday, Attorney General Greg Stumbo said the investigations have reached a point in which cases are ready to be presented for possible indictments.
Stumbo said his office's Kentucky Bureau of Investigation has compiled a list of "several hundred individuals who may have been given favorable treatment in the appointment and promotion into merit positions as a result of their political opinions or affiliations and other persons who may have been subjected to demotion or discrimination" because of politics.
It will take about two weeks to empanel the special Franklin County grand jury, said Assistant Attorney General Scott Crawford-Sutherland. It is to sit for 90 days but could be extended.
The special panel, approved by Franklin Circuit Judge William L. Graham, highlighted a day during which more subpoenas and search warrants were issued in the investigation of personnel action in the Fletcher administration and a court hearing was held on the amount of information Stumbo's investigators may retrieve from state computers.
Stumbo said his office has recognized nine employees in the state Transportation Cabinet as whistle blowers, meaning their jobs cannot be put in jeopardy because they provided information to investigators. At least 247 potential witnesses could have information relevant to the investigation, he added. |
