Description | NEW ORLEANS -- In Monday's State of the City address, Mayor Ray Nagin outlined plans to fight crime, fix the city's schools and end racism in the French Quarter.
On the crime front, Nagin issued his strongest endorsement to date of a plan to lift the city's residency requirement for police officers.
The mayor also said the city will not tolerate the type of discrimination uncovered during a recent investigation of Bourbon Street bars and nightclubs.
