DescriptionState Sen. John J. Hafer said this week that he will not seek a fifth term representing his Western Maryland district because of pressure from House Minority Leader George C. Edwards to give up his seat.

The 73-year-old Republican from Frostburg said Edwards, 57, has been positioning himself to run for Senate for the past three years. But he said he thought the combination of his seniority and Edwards' leadership position would make them an attractive team for the district, particularly if Gov. Robert L. Ehrlich Jr. is re-elected.

Former House Speaker Casper R. Taylor Jr., a Democrat who represented part of Hafer's district until 2002, said Edwards -- who has served 22 years in the House -- is the prohibitive favorite to win the seat.

"It would be very difficult to beat George," Taylor said. "Certainly no Democrat could do it."
