"This has not been typical of past procedures," Rupp said.
Byrd, 87, seems to be judging whether a real challenge is coming from the 51-year-old Capito and whether he wants to enter a modern campaign that would require significant energy, travel and fund-raising efforts, said Jennifer Duffy, managing editor for Senate races at the Cook Political Report.
"I think he's kind of headed in that direction, but I don't think he has made the commitment yet," Duffy said.
"When you haven't had a competitive race in a long time, it's almost like building a campaign from scratch. You have to go out and take the polling, which I am told they're doing. Plus, the state's changed a bit."
She referred to West Virginia's votes for President Bush in the past two elections, plus Capito's recent lock on the 2nd Congressional District. |
